I promised you a simple method to do that for a Czech and/or a Slovak skin.

First of all I found several Czech and Slovak skins in the user file section
which were uploaded a couple of time ago by user "59th_Jack".

Maybe you want to download them and put them into your
"\Saved Games\Liveries\Mig-29A" folder or maybe you have
(some of) them already installed.

For the adaptation you'll also find two additional subfolders
in this 7-Zip archive, namely
(a) Czech AF Skin Adaptation 
(b) Slovak AF Skins Adaptation 

Each of them contains a specific "description.lua" file 
and a common 'nose-and-fin' texture file.

Now, proceed as follows:

1.  If not yet exists, create the FF subfolder "MiG-29-Fulcrum"
    within your "\Saved Games\<dcs>\Liveries\" folder.

2.  Copy all FC Mig-29A skin folders or those you want to adapt
    into the "\Saved Games\<dcs>\Liveries\MiG-29-Fulcrum" folder.
    
3.  For each Czech skin: 
      Copy the "description.lua" and the "mig29a_ext09_gdr.dds"
      from subfolder (a) into each single FF Czech skin folder.
      Select overwrite when asked.

4.  For each Slovak skin: 
      Copy the "description.lua" and the "mig29a_ext09_gdr.dds"
      from subfolder (b) into each single FF Slovak skin folder. 
      Select overwrite when asked.
      
Take note:
  - I tested this successfully with all the skins downloaded from the 
    above links.
  - However, if you have other skins, then it might not work as expected.
    Then you might have to modify/update the respective "description.lua"
    file by yourself. The provided "description.lua" files might serve
    as an orientation/help.
  - The provided description files allow skin usage by all countries.
    Maybe you want to limit the skins to countries, then delete the
    leading dashes ("--") to e.g. to enable "countries = {"CZE", "SVK"}"
    at the end of the "description.lua" files.
